8. RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS
Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Reassignment Appeal Board in accordance with policies of the School Board.  They are presented for formal ratification.

AGREEMENTS/CONTRACTS

9. APPROVAL OF TERMINATION OF AGREEMENT WITH A+ IN-HOME TUTORING, INC., SES PROVIDER
Description
A+ In-Home Tutoring, Inc., has failed to meet mandated provisions for rendering tutoring services to students assigned to it within the prescribed time period therefore violating the terms of its agreement with the Sarasota County School Board for the provision of Title I SES tutoring services. Accordingly, this agreement must be terminated.

Recommendation
That the School Board of Sarasota County approve the termination of the A+ In-Home Tutoring, Inc. Title I SES Provider Agreement with the School Board of Sarasota County.

10. AMENDMENTS TO EXCEPTIONAL STUDENT EDUCATION POLICIES AND PROCEDURES (SP&P) EFFECTIVE 2009-2010 THROUGH 2011-2012
Description

Amendments required this year as a result of revisions to ss1002.39, 1003.428, 1003.573 and 1003.575, F.S. and revisions to several State Board of Education Rules during 2010-11.  In addition, changes have been made to update the Evaluation Instruments and Notice of Procedural Safeguards sections of the SP&P.

11. APPROVAL OF THE AFFILIATION AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA ('SCHOOL') AND SARASOTA DOCTORS HOSPITAL INC. D/B/A DOCTORS HOSPITAL OF SARASOTA ('HOSPITAL')
Description

The School offers to enrolled students a Health Professions Program in the field of Health Science, and EMS and the Hospital operates a comprehensive acute-care medical-surgical facility.  The School desires to provide to its students a clinical learning experience through the application of knowledge and skills in actual patient-centered situations in a health care facility and the hospital has agreed to make its facility available to the school for such purposes.




Recommendation

That the Affiliation Agreement between the School Board of Sarasota County, Florida, ('School') and Sarasota Doctors Hospital, Inc. d/b/a Doctors Hospital of Sarasota ('Hospital') be approved.

12. APPROVAL OF THE AFFILIATION AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA ("SCHOOL BOARD") AND THE CAT DEPOT ("VETERINARY/ANIMAL CARE FACILITY")
Description

The School Board offers to enrolled students a Veterinary Assisting program and the Veterinary/Animal Care Facility manages a Veterinary/Animal Care Facility.  The School Board desires to provide its students a clinical learning experience through the application of knowledge and clinical skills in a Veterinary/Animal Care Facility and the Veterinary/Animal Care Facility has agreed to make its facility available to the School Board for such purposes.




Recommendation
That the Affiliation Agreement between the School Board of Sarasota County, Florida, ("School Board") and the Cat Depot ("Veterinary/Animal Care Facility") be approved.

GRANTS

13. APPROVAL OF THE ENVISIONING OUR FUTURES GRANT PROPOSAL TO THE ELLEN DEGENERES SHOW/TARGET GRANT PROGRAM FOR ALTA VISTA ELEMENTARY
Description
COMPETITIVE: Grant funds of $100,000 will create the Envisioning our Futures program, a career exploration and service learning project at Alta Vista Elementary School.

Recommendation
That the School Board of Sarasota County approve the Envisioning our Futures grant proposal.

FIELD TRIPS

14. APPROVAL OF THE SARASOTA HIGH SCHOOL MIGHTY SAILOR BAND FIELD TRIP TO WASHINGTON, D.C. ON JUNE 21, 2012 THROUGH JUNE 25, 2012
Description

This is an invited performance from the National Association of Music Education.  A performance like this, as part of a National event, is a highly motivational and rewarding experience for the participation students.  Students will take part in master classes provided by the US Marine Band and Strings, as well as the National Ballet. 



Recommendation
That the Sarasota High School Mighty Sailor Band field trip to Washington, D.C. on June 21, 2012 through June 25, 2012, be approved.

15. APPROVAL OF THE VENICE HIGH SCHOOL GIRLS TENNIS TEAM FIELD TRIP TO LOUISVILLE, KENTUCKY ON MARCH 22, 2012 THROUGH MARCH 25, 2012
Description
Student athletes will participate in the 2012 Deco Turf High School Tennis Team Championships.  They will also have the opportunity to visit various colleges and meet with college advisors.

Recommendation
That the Venice High School Girls Tennis Team field trip to Louisville, Kentucky, on March 22, 2012 through March 25, 2012, be approved.

EXPULSIONS

16. APPROVAL OF EXPULSION CASE NO. 12-065
Description
The student listed in Expulsion Case No. 12-065, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On September 27, 2011, the student listed in Expulsion Case No. 12-065, violated School Board Policy 534(1)(d), Abuse of School Property, Vandalism.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 6, 2012.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 12-065, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year.

17. APPROVAL OF EXPULSION CASE NO. 12-094
Description

The student listed in Expulsion Case No. 12-094, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On October 25, 2011, the student listed in Expulsion Case No. 12-094, violated School Board Policy 5.34(1)(g), Repetitive Disobedience.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 30, 2012.



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 12-094, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year.

18. APPROVAL OF EXPULSION CASE NO. 12-258
Description
On January 24, 2012, the student listed in Expulsion Case No. 12-258, violated School Board Policy 5.34(1)(g), Disobedience, Insubordination/Profanity.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 18, 2013.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 12-258, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the reminder of the 2011-2012 academic year, the 2012 summer session, until January 18 of the 2012-2013 academic year.

19. APPROVAL OF EXPULSION CASE NO. 12-273
Description
On January 27, 2012, the student listed in Expulsion Case No 12-273, violated School Board Policy 5.34(1)(d), Battery on Another Student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 7, 2013.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 12-273, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year, the 2012 summer session, until January 7 of the 2012-2013 academic year.

20. APPROVAL OF EXPULSION CASE NO. 11-514
Description
On May 17, 2011, the student listed in Expulsion Case No. 11-514, violated School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until August 1, 2012.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 534, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-514, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year, the 2012 summer session, until August 1, of the 2012-2013 academic year.

21. APPROVAL OF EXPULSION CASE NO. 12-267
Description
On January 26, 2012, the student listed in Expulsion Case No. 12-267, violated School Board Policy 5.34(1)(d), Physical Aggression on Another Student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 4, 2013.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 12-267, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year, the 2012 summer session, and the entire 2012-2013 academic year.

22. APPROVAL OF EXPULSION CASE NO. 11-324
Description

The student listed in Expulsion Case No. 11-324 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On February 17, 2011, the student listed in Expulsion Case No. 11-324, violated School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 4, 2012.



Recommendation
That in accordance with provisions of Sections 1006.07 (1)(a)(b) Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-324, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year.

MATERIALS MANAGEMENT

23. APPROVAL TO AWARD BID #12-0140 FOR HARV TRANE OEM PARTS
Description
A bid to provide 'HARV Trane OEM Parts' was received from Trane HVAC Parts and Supplies on January 31, 2012 and falls within budgetary guidelines.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital funds allocated to the Facilities Services Department.

Recommendation
That the bid of Trane HVAC Parts and Supplies, to provide 'HARV Trane OEM Parts' in an amount not to exceed $500,000, be approved for award and purchase.

24. APPROVAL TO AWARD BID #12-0160 FOR SIMPLEX-GRINNELL OEM FIRE ALARM PARTS
Description
Bids to provide 'Simplex-Grinnell OEM Fire Alarm Parts' were received from two vendors on January 31, 2012.  The bid of SimplexGrinnell was the best low bid meeting the advertised specifications.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.      

Recommendation
That the bid of SimplexGrinnell to 'provide Simplex-Grinnell OEM Fire Alarm Parts' in an amount not to exceed $60,000, be approved for award and purchase.

25. APPROVAL TO AWARD BID #12-0118 FOR PEST CONTROL SERVICES
Description

Bids to provide 'Pest Control Services' were received from nine vendors on January 24, 2012.  The bid of Apex Pest Control, Inc., was the best low bid meeting the advertised specifications based on a sealed scenario.  Reasons for not selecting the apparent low bid are included with the bid tabulation.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.



Recommendation
That the bid of Apex Pest Control, Inc., to provide 'Pest Control Services' in an amount not to exceed $250,000, be approved for award and purchase.

CONSTRUCTION

26. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of $74,683.67 in gross contract dollars.

Included in these change orders are $273,138.18 credits for Direct Material Purchases; the corresponding Direct Material Purchase Orders of $257,394.51 result a net of $15,743.67 in sales tax savings.



Recommendation

That the Construction Services' Change Order(s) be approved and/or ratified as presented.

27. BUDGET AMENDMENT FOR THE CAPITAL FUND
Description

The Capital Budget Amendment Number 1 reflects the budget adjustments submitted through January 31, 2012 by the various project managers and additional local resources received.



Recommendation
That the Capital Fund Budget Amendment Number 1 for the 2011-2012 fiscal year be approved as presented.

28. BUDGET AMENDMENT FOR THE SPECIAL REVENUE FUND - FEDERAL, STATE AND LOCAL GRANTS
Description

The Special Revenue Fund - Federal, State and Local Grants Budget Amendment Number 1 reflects additional grants and carry forwards received through January 31, 2012.  The additional grants and approved carry forwards total $2,389,153.

 



Recommendation
That the Special Revenue Fund Budget Amendment Number 1 for the 2011-2012 fiscal year be approved as presented.
